Rule#2: Strength In Numbers.
You must have over five active members with in your crime family.
Rule #3: Don't be sloppy.
While murder is an acceptable part of L.A. Noire, randoming is not with in realisem of crime familys. Most crime familys were secretive about what they did and, how they did it, hence the title "Organised Crime".
